Philip was living in Ashford. He was agent for Ashford to the General Assembly regarding exemption of town taxes, Lieutenant of trained band 1733, Justice of the Peace for Windham county 1733-1735, and as such performed marriages. At the first town meeting in Ashford in 1715 he was one of six chosen to lay out highways; an Ashford Proprietor, member of the General Assembly 1732 and following years. Philip married his cousin, Mary Eastman.
